Lutheran Social Services (LSS) operates the Winnebago County Shelter Care, which serves as a youth shelter facility located in Oshkosh, Wisconsin. The professional LSS staff serves troubled youth throughout Winnebago County as determined by Winnebago County Department of Human Services.
With 24-hour staffing, Winnebago County Shelter Care offers a 16-bed facility that provides short-term placements to boys and girls ages 10 to 17.
Youth at Winnebago County Shelter Care stay at our LSS facility on a short-term basis with stays of less than 45 days. Youth can be placed for a variety of reasons as determined by Winnebago County. Reasons for stay at the shelter include 72-hour holds, temporary physical custody, emergency placement change, and children in need of protective services.

While in placement, LSS provides youth in our care with a structured schedule that includes: educational activities, active recreation and psycho-educational groups. The services we provide to the youth in our care are flexible and responsive to the individual needs of the residents and their families. We honor ethnic, cultural, spiritual and geographical differences, and offer individualized services to meet the needs of the residents and their families.
LSS staff outlines a daily schedule for all placements at the shelter that incorporates attendance at a community-based school (when possible), independent-living skills, nutrition, healthy leisure and recreation options, study time, structured activities and community outings.
