Beloit Apartment Development Advances with LSS as Key Partner

A long-awaited affordable housing development in Beloit is finally set to break ground, with Lutheran Social Services of Wisconsin and Upper Michigan (LSS) playing a key role in bringing it to life. 

LSS is partnering with Alternative Continuum of Care (ACC) of Madison to build a 55-unit apartment complex at the former Stateline Family YMCA site on Riverside Drive. It is the largest residential project in Beloit since 2022.

The project has been two years in the making, and a recent land sale to an ACC-affiliated entity has cleared the way for construction to begin soon, pending a final development agreement with the city. Beloit officials have been working closely with LSS and ACC to move the project forward, recognizing it as a critical response to the region’s ongoing housing shortage.

The development will provide much-needed middle- and lower-income housing, with all units reserved for families earning below the Rock County median income:

11 units for families at 30% of county median income
25 units for families at 50%
15 units for families at 60%
4 units for families at 80%

The project received $4.16 million in city incentives, reflecting Beloit’s commitment to expanding its housing supply—an effort where Lutheran Social Services continues to be a vital community partner.
